The official MDOC SAVIN page says anyone may register anonymously. Participating county and state agencies send electronic offender-file changes. Reported events can include release from custody, transfer, rehousing or temporary movement, escape, abscond supervision, and return to custody after absconding.
That scope is useful in Carroll County because Carroll County Regional Correctional Facility serves more than one legal custody class. Sheriff Clint Walker's office operates the Vaiden building within an MDOC regional partnership. A county detainee and an MDOC-sentenced offender can leave the same site through different legal paths. Save the source agency, event wording, and alert time when a message arrives. Then ask whether the notice reflects the actual custody event or the time an electronic file changed. MDOC warns that closely spaced changes may generate several alerts. One message may report a transfer while another reports a later status update. Sorting them in time and reading each label prevents the newest alert from erasing the meaning of the earlier one.
Carroll County Registration Link

This is the central Carroll County VINELink distinction. The street address tells where the person was housed. The reporting agency and legal status tell whether the event was release, transfer, parole, ERS, or another custody change.

A sheriff release-log entry or MDOC discharge certificate is direct custody-source evidence. A bond, dismissal, or sentencing order supplies legal authority. The strongest answer reconciles both types and checks for another custodian.

Date control is just as important as identity control. Keep the booking or entry date, court-order or sentence date, projected date, and actual release date in separate fields. A location-change date may be relevant, but it does not automatically show release. For parole, add eligibility, hearing, and Board-action dates. For supervision, record a start or maximum-discharge date only when the official record supplies it. VINELink's event date belongs in this timeline as an agency-reported event, not as a substitute for every other date.
